Pasquale Morra specializes in public and administrative law, with a particular focus on public procurement and public tendering procedures.

He advises economic operators and contracting authorities throughout all phases of tenders and beauty contests for the award and execution of procurement contracts, concessions, and public-private partnerships, as well as for the allocation and management of grants, funds, and subsidized loans.

His experience and expertise extend to the public services sector and include universities, healthcare law, and legal assistance in proceedings regarding the installation of mobile phone base stations.

He is a partner in the Administrative Law Department at RPLT.
